CITY OF MERRILL COMMON COUNCIL TUESDAY, APRIL 21, 2026 MINUTES SPECIAL MEETING CITY HALL COUNCIL CHAMBERS 6:30 PM I. Call to Order Mayor Hass called the Special meeting to order at 6:30 pm Present: D1 Alderperson A. Caylor, D2 Alderperson M. Invocation - Pastor Bob Smallman III. Pledge of Allegiance IV. Roll Call for current Common Council Roll call was taken for the current Common Council. 6/8 were present. V. Public Comment Paul Russell - 2404 Cotter Ct — Congratulated all the elected officials. He gave additional comments on Mayor Hass and his relationship with the Mayor. He talked about the next budget cycle and the Mayor's wage. He would like the Mayor to receive the cost of living increase like other city employees. He thanked the Council members for running for office. Steve Sabatke - 2801 Thielman St — welcomed all the Alderperson's. He talked about the Veteran's Coffee and Conversation meeting. Currently, the city buses pick up veterans from nursing facilities but would like this offer to be extended to all veterans city-wide to attend the Coffee and Conversation meetings. He asked the city to help advertise Coffee and Conversation. He spoke about the Memorial Day event and if it rains, the event will be moved to the Expo Center. On June 20th there will be an auction to support veterans. He also asked the alderpeople to remember the people they represent. VI. Oath of Office for Mayor, City Clerk and Municipal Judge Retired Circuit Court Judge Robert Russell gave the oaths of office to the Mayor, City Clerk and Municipal Attorney. VII. Oath of Office for Alderpersons Retired Circuit Court Judge Robert Russell gave the oaths of office to the Alderpeople present. VIII. Roll Call for newly-elected Common Council The Council members took their seats and roll call was taken. 7/8 Alderpeople were present. IX. Elections and Mayor's Appointments 1. Elect President of the Common Council - (D2 Alderperson M. Caylor/D8 Alderperson Rutkowski) motion/second to nominate D4 Alderperson Fermanich to the President of the Common Council. D4 Alderperson Fermanich accepted the nomination. The motion passed. 2. Elect Alderperson member of the City Plan Commission - (D3 Alderperson Meyer/D2 Alderperson M. Caylor) motion/second to nominate D8 Alderperson Rutkowski to the City Plan Commission. D8 Alderperson Rutkowski accepted the nomination. The motion passed. 3. Mayor's Appointments - The Mayor's appointments were read by City Clerk Anderson-Malm. (D3 Alderperson Meyer/D1 Alderperson A. Caylor) motion/second to accept the Mayor's appointments. The motion passed. X. Ordinances 1. An Ordinance amending the District Zoning Map of the City of Merrill, Wisconsin for a parcel of land located at 121 Valley Street. Zoning change from Industrial to R5 Residential. The City Plan Commission recommends approval. - The Ordinance was read by City Clerk Anderson- Malm. (D2 Alderperson M. Caylor/D3 Alderperson Meyer) motion second to suspend the rules and read the 2nd and 3rd readings by title only. The motion passed. Following the second and third readings by title only, (D3 Alderperson Meyer/D4 Alderperson Fermanich) motioned to approve the Ordinance. The motion passed on a 7/0 roll call vote. XI. Resolutions 1. A Resolution designating official newspaper for the City of Merrill. - City Clerk Anderson-Malm read the Resolution. A RESOLUTION DESIGNATING OFFICIAL NEWSPAPER FOR THE CITY OF MERRILL WHEREAS, Section 985.03 of the Wisconsin Statutes requires the designation of an official newspaper for the printing of all the City’s Official Business; and, WHEREAS, the Merrill FotoNews has qualified for such designation. NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF MERRILL, WISCONSIN this 21st day of April, 2026, that the Merrill FotoNews of Merrill, Lincoln County, Wisconsin, shall be and is hereby designated, until further action, as the official newspaper for the City of Merrill. A Resolution designating official depositories for the City of Merrill - City Clerk Anderson-Malm read the Resolution. A RESOLUTION DESIGNATING OFFICIAL DEPOSITORIES FOR THE CITY OF MERRILL, WISCONSIN BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF MERRILL, WISCONSIN this 21st day of April, 2026, that pursuant to Chapter 34 of the Wisconsin Statutes, the following financial institutions, authorized to do business in Wisconsin, are hereby designated, until further action, as public depositories for all public monies of the City of Merrill, Lincoln County, Wisconsin: Nicolet National Bank, Merrill, Lincoln County, Wisconsin BMO Harris Bank, Merrill, Lincoln County, Wisconsin IncredibleBank, Merrill, Lincoln County, Wisconsin Local Government Investment Pool, State of Wisconsin Treasurer Crossbridge Community Bank, Merrill, Lincoln County, Wisconsin Park City Credit Union, Merrill, Lincoln County, Wisconsin Edward Jones Investments, Merrill, Lincoln County, Wisconsin BE IT FURTHER RESOLVED, that the withdrawal or disbursement from any of the above named depositories shall be made in accordance with s. 66.0607 Wis. Stats.; with all order checks signed by the holders of the following positions (“Authorized Signers”): Mayor Finance Director BE IT FURTHER RESOLVED, that in lieu of their personal signatures, a facsimile signature may be affixed on such order checks. A Resolution honoring Mike Rick for his service and contribution to the City of Merrill. - City Clerk Anderson-Malm read the Resolution. A RESOLUTION HONORING MIKE RICK FOR HIS EXTENDED SERVICE AND GREAT CONTRIBUTION TO THE CITY OF MERRILL WHEREAS, Mike Rick is retiring as Sixth District Alderperson of the City of Merrill; and, WHEREAS, Mike Rick has served as an alderperson for the City of Merrill since September 9, 2019; and, WHEREAS, the personal commitment and unselfish dedication Mike Rick has put forth has contributed greatly to the growth, progress and stability of the City of Merrill; and, WHEREAS, the City of Merrill offers a solid and stable community environment for all of its citizens in part because of Mike Rick ‘s dedicated service; and, WHEREAS, Mike Rick’s cheerful manner and hard work will be missed at the Merrill City Hall; NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF MERRILL, WISCONSIN this 21st day of April, 2026, that the Common Council, and the people of Merrill officially acknowledge with deep appreciation the dedicated and faithful service Mike Rick has given to the City of Merrill and commend him for those years of service. A Resolution honoring Landis Holdorf for his service and contribution to the City of Merrill. - City Clerk Anderson-Malm read the Resolution. A RESOLUTION HONORING LANDIS HOLDORF FOR HIS EXTENDED SERVICE AND GREAT CONTRIBUTION TO THE CITY OF MERRILL WHEREAS, Landis Holdorf is retiring as Fifth District Alderperson of the City of Merrill; and, WHEREAS, Landis Holdorf has served as an alderperson for the City of Merrill since February 11, 2025; and, WHEREAS, the personal commitment and unselfish dedication Landis Holdorf has put forth has contributed greatly to the growth, progress and stability of the City of Merrill; and, WHEREAS, the City of Merrill offers a solid and stable community environment for all of its citizens in part because of Landis Holdorf ‘s dedicated service; and, WHEREAS, Landis Holdorf’s cheerful manner and hard work will be missed at the Merrill City Hall; NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF MERRILL, WISCONSIN this 21st day of April, 2026, that the Common Council, and the people of Merrill officially acknowledge with deep appreciation the dedicated and faithful service Landis Holdorf has given to the City of Merrill and commend him for those years of service. Mayor's Communications Mayor Hass read the following communications: He welcomed the Common Council and new Alderpeople. He thanked Mike Rick and Landis Holdorf for their service on the Council. April 28th is Business after Hours after the Economic Summit at the Expo Building. May 12th is Council Orientation at 5:30 pm before the Common Council meeting. May 16th is Food Truck-a-Palooza at the Fairgrounds. XIII. Adjournment (D3 Alderperson Meyer/D8 Alderperson Rutkowski) motion/second to adjourn. The motion passed.
